Thats not a bad idea. Anyone could still bomber pirate or cruiser pirate for credits up to 10 mil, and if you want the chance on the big payoffs, choose a transport and have no choice but to pirate for cargo. In that case the most likely ship used would be the pirate transport or gallic AT and they're around 3k cargo so at most they'd be demanding half of a 5k ship's cargo.
As to cruisers, at the same time there are few factions that can pirate in cruisers and their ZOI's are usually limited. It can also be enticement to join such a faction.
The other problem that still persists is aversion (effecting the value of your time trying to pirate). It would be nice if some ID's made it so you can't see what system a ship is in on the chat list. Pirate ID's come to mind, ID's that smuggle like the Junkers (yes I'm bias). I'd rather see cops get longer range scanners and simply try remember what ship is what from their last encounter. If you catch a smuggler named 'smuggler' trying to hit manhattan, you may not be able to follow him on the system chat to get him, but seeing them online again might give an idea of what they're up to. I'd support a lawful only scanner that gives like 40-50k range so police chars could monitor jumpholes and dock points from further out.
To be honest we could probably stand to try ditching seeing what system a ship is in and replace it with region like they did on the forum for a while. Instead of showing your system, it could just say "Taus" or "Liberty", "Border worlds", "Omicrons" etc. People would have something to help them find people but also not be able to wait and hide, traders would not be able to wait out pirates as often and be forced to take their chances just keeping moving.
