Liberty is corrupt and heavily influenced by corporations. In reality there would be no conflict, especially when IC has direct stake in Core profits. Liberty would not send battleships, go to far reaches to Nu and enforce law as they did from Day1 and then shoot Core - no. There would be some tensions between blind and dumb jarheads on the snubs and exploratory ships that are the only ships that would meet in canon, the Government would step in, contact Core and they'd make a deal and negotiate rights + split profits. Liberty players however played it with Zero Nuance. Lib Gov ignored Core when they tried to negotiate (the OF).
Now Core players that aren't afraid of losing pixels actually respond in kind. Also this will be a strong precedent for Admins - like I said, in canon Nu is not house space, this is a clear example of a system where long reaching RP consequences should not happen if the justifications of Markam and others for the new system are to stand - as there are no capital ships in the open from either side. But I called the new system extremely vague and confusing before, there is no way of telling what will actually happen or who can do what.
