If the pilot has a license to use it, it'd be fine. Otherwise, I'd need to tell the vessel to change his equipment because he'd be carrying it illegaly. If the vessel does not follow this order, it will be destroyed.

Cardamine is illegal, so I'd ask the captain to drop it, which would then be destroyed. If the captain doesn't follow that, I'll destroy him.
