Yeah, the law snippet I'm going to point you towards is called reading lore. Instead of trying to find ways to be Very Comical and put in more largely useless information into the game, you should instead take a few hours to go and skim through the Gallic infocards.
If you don't want to do that, then allow me to summarize: Gallia has been a state hellbent on conquering Sirius for itself and attempted (failed) to do so while inflicting the largest atrocity in the history of humanity. This aside, the motives of the House to continue its war of conquest remain unchanged (otherwise they would not have accepted the Enclave back) and should be at the very least a warning sign to the other Houses.
Now, of course, I'm a human too. I understand that people don't want to do 20 pages worth of a thesis to justify their changes, but, as a former GalGov member that helped pretty much smoothen out the current Gallic environment, I can tell you with absolute confidence that there is no actual desire by the canon factions to make peace with any of the Houses of Sirius (with exception of Rheinland for obvious reasons). The scheming that's done to both increase ZOI of Navies and to create or at least put the foundation for a future alliance is bull crap that belongs in a Stellaris match or a X4 game, and not in Discovery's, or otherwise Freelancer's universe.
Furthermore, the points made by other individuals that refer to the time being somehow long make just as much (none) sense. We have factions that gave fought for decades if not centuries, 3 years in the grand scheme of things is absolutely nothing. I'm also going to take the opportunity to mention that, while Haste has certainly been a lot clearer on affairs regarding the voting, my experience with both Liberty and Gallic players present in their respective governments is that they neither care for the game nor want to put in some work to reflect a realistic shift in diplomacy by the standing two powers (aka Liberty and Gallia), but instead wish to simply seek ways to create more alliances similar in fashion to the Corsair - GRN cooperation, the BAF - GG tech share, etcetera.
My personal advice (thus not a developer stance) is to finally stop this absolutely god awful scheming behind closed doors and to attempt to play the game as is intended before we end up with respawn events and barge trading dominating the server.
