Factions FR5'ed: Liberty Lawful

We don't need to use FR5 as a disguise for faction rep changes. We can just collaborate with admins and modify IDs/add system messages on the fly without a patch (these things need only a server restart).

This is a player-driven thing as per its name.

i'd believe so if it wasn't all 3 NPC law-enforcing factions of the entire house that got FR5'd. if it were player factions, i could get behind that, but this? mind you that it also affects the indies as well

if it was a faction request, it should've been posted as a PSA instead (as it usually is/was)
