I'm, uh... not really sure what this is. But as a bit of trivia, the rank of chief inspector is relatively junior (broadly equivalent to a captain in the Army).
The commander of the overall BPA would probably be a Commissioner, which is a full 7 ranks higher up the hierarchy if we're using a Metropolitan Police structure.
