I give this a monsterous seal of approval! This is such a good idea.

A whale or any other transport cannot fire a mortar. Too much energy. This would really make some fun combos.
As for the cannonballs on a starflea, you can kill a starflea with a train or mosquito CD in about 3 seconds. It wouldn't be that much of a challenge.
