First off let's make it clear that the Keepers were not grouped with the raid. I was there from when we were thinking about starting it right to to end, and the only point at which one of the Keepers was in the group was because we were all messing around waiting for the rest of the Corsairs to come back after the server crash. At all other times they'd held a bit of a distance, and just chased after anything that they saw. To clarify, they were not invited to the raid, they indeed just 'tagged along', perhaps sensing the intentions of our fleet and knowing there would be humans to do whatever it is they want to do to at the end of our trip.
As for the 'neutrality' overall it has more than enough roleplay to justify it. We revere them due to what we percieve as their guarding of the Outcast burial site, a job which makes us revere them. As such we do our best to protect them within our system, whilst still being wary of them for what they are; not connected to the human race as we know it. I always act slightly cautious of any Keeper, or Nomad infested individual, just as you would if you actually met some kind of deity or spirit.
As for arguing that Corsairs have less allies than Outcasts, so what? If that is so, and I'm not even sure it is, is that really a cause for complaint? If it is shall we just arrange it so everyone has equal number of allies and be done with it? Think of the poor Xenos, they've got everyone on 'em!
