How about altering the console messages to reflect the current situation? Something more persuasive might work, such as a thing that I'm telling anyone who is apparently completely new and has no clue about playing in here...
"If you haven't read the rules yet, (please) log off now and go read them".
and if the rule lawyering is becoming intolerable, I'd prefer seeing the message "don't you bloody dare to threaten people with sanctions!" than being intimidated even if I know I'm innocent (99.5% cases). It really does make me feel sick and stop playing for a day or so.
The second one might need come softening, but I hope you get the idea. The console messages might contain some up-to-date info from time to time, eh?
