I belive that if someone is Modding in a system, causing havoc (Shooting everyone) or blatently breaking the rules I will contgact them and ask them to stop.

If not, I'll usually ignore them. If they ruin there own game, so be it, if the ruin everyones game, I step in.

My 2 cents.
