and if the rule lawyering is becoming intolerable, I'd prefer seeing the message "don't you bloody dare to threaten people with sanctions!" than being intimidated even if I know I'm innocent (99.5% cases). It really does make me feel sick and stop playing for a day or so.
The second one might need come softening, but I hope you get the idea. The console messages might contain some up-to-date info from time to time, eh?
Now that is common sense. Even better; use regular scripted messages to tell new players about the consequences they will face if they don't read and follow the rules, so no-one need be tempted to tell them themselves.

Regular messages like that (like every 10 minutes) should mean that no-one would ever feel the need to inform players that rules exist and are enforced. Anyone that sees a message like that, and breaks the rules anyway doesn't deserve any warnings, thus curing "rule-lawyering".
