Remove cruise drain from LFs?

I don't see a problem with the cruise drain on LFs. They recharge so fast anyways, it's hardly noticeable.

Also, it really shouldn't be on transports.

I like that idea. I bet it'd mean more transports giving a reason to pop them instead of negotiation. And Ivan would love that too. :)
