Umm... Yes. It should technically be flipped. But like I said, sometimes the rep system glitches I think and makes some party full-green who really should have been before, but it was... Lagging behind I suppose. I think thats what happened with the Navy. Anyways, just keep wittling down the factions that are being obnoxious until you have the desired tag. One of my characters has 10+ full-green reps before I get the one I want, so it happens.

Usually if you don't get the rep right the first little while, it can be really annoying to get the right one.
