Dear sirs and/or madams of the South Alliance,

Your current request for an alliance at this time is unacceptable.

Since the Nomad Invasion, Liberty has done nothing but slap reparations on us in order to pay for supposed damages we caused. Take that in account with our own economic problems, and you have placed an unfair burden on us we cannot hope to free ourselves from.

Now that a specialized military force has assembled and you are already under attack, you expect us to help you with open arms? I say "No!"

You can take this treaty back to whatever demented mind it came from with my dagger in it. You will not send another insult like this again, and if you do there will be dire consequences for your folly.
