This seems more plausible. Though the hostiles will have to live with the fact that there would some players will just hang around these safety zones just to be of enough nuisance. Plus we will have random rant threads about unfairness of these safety zone now and then.
Also this brings in one question in my mind, what will happen to Freelancers / Mercs who are neutral to most factions? They will then have a big advantage in attacking players around these safety zone, ofcourse they will have to do it in RP, but it still can be done. For example a hostile group A can't attack the opposite group B stationed at B's factions HQ base, so they call in few Mercs and get the job done thereby circumventing the planetary defenses. This sounds alright in RP but it can get very much abused if every fight in HQ areas is being done by Mercs.
I want to stress a point here, if you want to think about positive aspects of an idea also think its negative aspects, like in this case the view of a Roleplayer on these planetary defenses, you should also give it a thought with the mentality of a PvPers, coz those are the folks who will abuse the flaws/shortcomings in the idea. And then if they can abuse it then we are back to where we started.
