It has nothing to do with cost. If the Rebels can afford to create them, the
Empire could. The Empire DID make the Tie Defender, the most expensive fighter in the galaxy during its time. Over twice the cost of an X-wing.
B-wing was not even designed until the rebels destroyed both death stars. By that time, Incom was on the Rebel's side, and producing their X-wings.
The ships stolen by the Rebels weren't out of date, or inefficient. The Nebulan-B frigate was a VERY capable escort vessal, both for transports and for escorting larger ships in combat. It can outfight an Imperial Acclamator-Class Star Destroyer on its own. It can give an Imperial Victory-Class Star Destroyer a good fight even.
The Assault Frigate can fight a Victory to a stand still, and kill an Acclamator without breaking a sweat.

X-wing blueprints would not have been erased when the 5 fighters were stolen. The Empire knows better than that.
The Rebelion gets discounts because everyone hates the Empire. That is also obvious from my point of view.
True, the empire can *afford* to create them, but they dont want to do that, they want to *mass produce them*
Sure they give the Tie defender to their best pilots and the other special Tie fighter to Darth Vader, but those are special cases. Most rebelion pilots fly X-wings (perhaps because there aren't very many). Imagine the amount of tie fighters there are, and make them tie defenders. Thats alot of money, so you can see why they chose tie fighter. The Empire also standardise their equipment, unlike the Rebelion.
On the contrary, it has EVERYTHING to do with the cost. The Empire arent going to spend every last credit they have on a better military when there is the delight of corruption and snobbery around are they?
Have you seen a Nebulon Beam frigate next to a Imperial Star Destroyer? its like a zit on it. I doubt it could get anywhere near one before its ground down into dust. The firepower a Imperial star destoyer produces is unmatched, but again, the sheilding lets it down (those bluges on the Command deck *sigh*).
Then the Empire spends its money on a ridiculously huge flagship (which dies very quickly).
