Quick 2 cents here about this.

Seeing as the only thing the admiral witnessed was the Sun Destroyer blowing the crap out of the sun, its entirely possible that he knew nothing of the infiltration abilities they had. Any defenses would have been set up to stop a giant invading fleet or such. As for why people probably weren't prepared even if they had just shown up with another Sun Destroyer like what happened in Sol, its because as humans, we're all idiots and tend to kill one another for the dumbest reasons. With us killing eachother there was no way to create a unified defense against it coming again.
