Perhaps the biggest problem caused by this is those players who opt-out of general RP because of a lack of understanding of the English language, who stick to their small cliques and don't benefit the server as a whole. While this isn't strictly /bad/, though as you have said, this is an RP server and it is damn near impossible to RP with people who simply say "I can't speak English". I don't see any translations for the server rules and they appear in English by default, so these people are severly hampered in that respect. You only need to take a quick browse through the sanction reports and weigh up how many of them are caused by people who don't read the rules, or can't for whatever reason.

I woudn't be in favour of in some way barring them from playing with the rest of us, though I think there should be a movement for these cliques to set up servers of their own that run Discovery, which can then cater for their language.

Very true - especially about the sanction reports.
Perhaps bi-lingual players could translate the rules to benefit others.
