I also agree that pirating in NY is out of control and with Liberty having three law-enforcing factions that NY would be, should be the hardest place to pirate, and if pirating is done it should be done in groups, not solo.

Problem is some Pirates do exactly what Maclypse says they shouldn't be doing, they gather up and act like terrorists and attacking the lawfuls. Fights break out, and according to the re written 5.7 rule, you have to leave the system for 4 hours regardless if the person killed you is still in system or not.

5.7 A player who was killed in a PvP fight must not enter the system where the fight took place with any of the characters on his/her account(s) until four hours have passed from the time of his/her destruction.

So, the net effect is that the people who play the lawfuls also have other characters, some who are even Unlawfuls (Xeno, Rogues, etc), and they play them sometimes. Combine that with having to need a lot of people to be in the faction to try and cover 24/7 and we don't always have those numbers.

And lets face the facts, some people have made it so misearable to play in NY, they don't want to be lawfuls. Of course, I haven't heard the other side of the story, I don't think the Local unlawfuls have it any better.

EDIT: Just read some of Sindrom's messages, the local unlawfuls don't have it any easier either...
