I say that the entire Borderworlds Line, Falcata and all, are just that: Borderworlds. That means that they are available for use by the Bundschuh, Lane Hackers, Outcasts, and Hessians without question. Freelancers and the like may be able to use said ships, as they are fairly freely available, but I wouldn't expect to see any other organizations using them in such full force.
To clarify on the Bundschuh aspect of it all, yes, we do shoot Outcasts. We shoot Outcasts for just about the same reason as Corsairs. They are a foreign military power bent of galactic domination, something we won't tolerate in Rheinland. In the Sigmas, we don't care, in the Omegas, we don't care, but if they enter Rheinland proper, they will be warned and, if deemed necessary, lethal force will be used to remove them from our homeland. We don't like Corsairs as they have a history of invading Rheinland and are pure pirates. We don't like Outcasts because they are slavers and drug smugglers, as well as pirates, and have recently (Or at least some of them have) betrayed our Hessian brothers. We only grudgingly accepted them in the past because the Hessians were allied with them. As this alliance is no more, there is nothing to make us tolerate them.
Putting it simply, Outcasts and Corsairs are the same to Bundschuh. Foreign powers attempting to take over our homeland. Neither will be tolerated in Rheinland. We don't consider them hostile, but they are exceptionally unfriendly. It doesn't help that we've been under fire from indies of both factions since 4.84 anyway.
Back to the point though, the Falcata is Borderworlds. If you wouldn't be seen flying a Sabre, you better not be seen flying a Falcata. Unlawful freelancers, sure. Unlawful indy pirates, sure. Civilians who spend the majority of their time in the borderworlds (why not be Zoners?), sure. Hell, I'd even allow Zoners. Corsairs, house corporations, house police, military, etc. Most assuredly not.
