I've to admit that I haven't read the whole idea, just went through it fast, but if you are going to set up a startup faction which doesn't pick a side in the Kishiro vs Samura competition, what about basing yourself on Roppongi? Since almost all other bases belong to one of the keiretsu. Even the planets except New Tokyo itself do.
