If your faction activities match the NPC faction it makes sense that your control extends to the area which is under control of that NPC faction (RM,SF,SA,KNF). But I seriously doubt this implication can be used for AW, because they don't act like zoners very much. I know that having a large area where you can tell the others what they can and cannot do is tempting, but it has to be justified otherwise it would be RP 'raping'...:)
Well it looks like we are not understanding the word control in the same way, no one can prevent a faction from patrolling and defending others if asked for in a system that's not their home. But restricting access, asking for taxes and fees, declaring peace zones, scanning traders for contraband and applying own rules is something different and should be restricted only to home systems or the systems of the NPC faction that matches the roleplay of the player faction (like RM in Rheinland etc.).
So I totally agree with Korrd, Kane, and Hoodlum here. You can act like the NPC faction in vanilla systems (in sense of controlling them) only if your roleplay perfectly matches them.
