I've seen quite a lot of eagles among Outcasts. Mostly guys who came straight from PvP servers, official factions are not using them as far as I'm aware. Indeed they use Eagle just to get PvP advantage, and because they can't fly Sabres:)Sabre is a bit harder to learn to use in my opinion, which might be another reason.
I think not allowing the Outcasts to use normal Civ line wouldn't hurt anyone, except those PvPwhores though.

To be fair to Senor Teschy, he would certainly know, he's fought enough although I don't believe I've ever seen him miss one.
Praetorian might not seem so, but it is actually pretty damn hard to hit compared to other bombers. If you look at it's shape, it's quite thin, and not very big profile from any side. It wasn't the most agile bomber before, but it was agile enough to survive very long in group fights.
It was tested long ago, and Praetorian turned up to be one of the hardest to kill in chase.
Overally I think the Corsair/Outcast balance is fine. I play both sides and I can't say anything is hugely overpowered on either side. I'll have to see coladas and infernos in action, but it's been a long time since I've seen an OC with Inferno anyway.
