Make it a must have item to BUY the caps

like ID is now, you need to buy the book before it lets you buy the ship.

simple as that. Its easy to do, and maybe it will even make people WHO IS ON THE FORUMS READ THOSE RULES. And you would be suprised how many players who don't know the relevant rules in a house even if their on the forums.
