Arthur Howe is a good experienced Border Worlds Veteran, he has taken place there most of his live, except he lived in New York for a few years, he has been taken hostage by pirates, placed in a pirate's jail cell, Placed in an airlock and almost frozen to death, talked a pirate out of killing him, killed pirates, wore a pirates shoe, wore a pirates cloths and attacked pirate leaders, most things about pirates. He was a lawfull freelancer for a long time, always attacked... well... pirates, he never accepted a job where he didn't end up hurting a pirate.
Arthur doesn't like evil pirates, or nice pirates, or any pirates at all, he thinks pirates destroyed Freeport 7 and killed his parents (Who he never really liked, as they worked for pirates.)
He was always like this, even as a little boy, he made fun of his parents, and spat on pirate looking people, mostly pirates in that group.
As an Adult, he went into Ship Academy, and almost killed an ex-con, because he doesn't like pirates, not one bit.
I can babble on about how he does not like pirates, but there was more information for why he wanted to join the navy and stuff.
