Was it done on purpose? The thing when encountering Bretonian corporations KSP/KNF officer is obliged to follow some fixed procedure (cooperation -> kick him out; resistance -> pew pew) while a Junker can act as he wish?
Aren't they obliged to Deport them, Demand the cargo or destroy them? Yes, those KSP/KNF officer are given more freedom to act how they see fit, contrary with Bret coorps, and BAF pilots, because we are in state of war against them.

Also, a all cases of possible cargo interdiction are kind of already covered by other paragraphs.
A junker with food will be demanded to drop it. A junker with red ballons will be asked to drop it. A junker with scrap metal will be asked to drop it.
