Because that one offense was accompanied by further offenses. Offenses that were made via his position as administrator, so his no longer being administrator is the easiest way to cease that negative activity. That activity that was threatening Freeport 1, instigating conflict in Omega-3 and at FP1, and tying BAF forces up trying to deal with it.

But that's not what your laws state, they state that the offense he is accused of is worth a two million credit fine. Mind you, he never even committed the offense in question, but hey, why get caught up in the facts?

And what other offenses has he committed as administrator of FP1? Where has he violated Bretonian law?
