That's not a very good reason to close tech requests. I get annoyed with constant requests for Rogue Gunboats and Sammaels and such as well, but as a faction leader it's my responsibility to hear them all out and then decide whether or not I'll give someone the tech.
If that's your reason to make an in-RP decision to not hand out any more Corsair tech, then Hexx is right, and you don't really deserve to run a faction.
Oh, and it won't stop people from asking for stuff either, so you didn't really accomplish anything.

You don't understand the difference between in-RP and oorp tech requests properly if you think that's how it works.
A good example of oorp tech agreements is the Crossbone faction, they use LR/Molly ships, in-RP they're stolen and don't have permission to use them, but they still have been granted white cell permissions.
Another example of an oorp permission that I have made was for several Hellfire Legion ships that had been RPed a long time ago, but permissions were not added for them. In-RP the Rogues would never give the HF a Scylla, but the permission for them is oorp.
Just because permissions may be oorp, it doesn't mean there is no RP.
