They are not. Unless you are aoi. Tech chart is made by devs, and 'what says in faction creation request' didn't exist before your case.
That makes you the ones bending the rules, the rules that clearly state the opposite. My point was that this wasn't possible for regular factions, though your case just might have changed it, so Blood Dragons decided to request usage of Chimaeras too. It's just an example, like an IND one made by Dodike.
