I like the idea of allowing UC to act as bounty hunters. They're quasi-lawful themselves, so I could see them being "mutually beneficial combat assistants... For a fee, of course."
This also encourages the use of a Gallic ID, which is also neat.
As far as Bounty Hunters are concerned, I fully agree that anyone sporting a BHG ID should be rewarded with not being required to pre-register on bounty boards. After all, isn't that why some mercenaries and freelancers would join the BHG? Yes, the tech is very shiny, but the other big selling point is the reputation the Guild enjoys for being the go-to guys for hunting and tracking down criminals.
Bounty Hunting Rule 9 already takes care of preventing BHG and Freelancers from making claims with a hostile party. Claimants must be at least neutral with their contractor, and hostile to their hunted target(s).
