Zoners are not single group of people that decided to live in the Border/Edge worlds. They are multiple groups or single persons which have nothing to with each other, living in the Omicrons.
The term Zoner is/should be a definition, not an affiliation.
Example, I'm a Zoner with some other friends that I've made in time that wants to mine a small field. Some other group of zoners comes up and wants to mine it to, but we're greedy and we want it all for ourselves because we want more money. We have a gunboat, they only have a transport. We will kill them, take whatever they have and also mine the whole pocket. More for us, screw everyone else these are the Omicrons, we can't afford to be nice.
Or you could perhaps befriend that other group and have them join your group, so you have a bigger group and more ships and a better chance to survive.
So yes, Zoners should be able to shoot other Zoners. In fact they should be able to shoot pretty much anything. The edge worlds do not have laws that are enforced by a government's military might.
This also makes more sense with current Zoner bases, for example Livadia shipyard would be owned by a powerful and wealthy group of zoners (not any player groups though, since it's the only place that makes those types of vessels), that have the ability to create gigantic military level vessels. And they accept payments in order to have ships made for you or your group.

One could spend time worrying about the Zoners by zoning about their future as a faction on the whole, or one could not give an 'eff one way or the other & simply just play a Zoner by just acting like a Zoner.
::edit- In other words, IMO Zoners are a society of societal rebels without a society, so why would they be pidgeonholed by "the man?" Let 'em deal with that multiple dichotomy as each sees fit.
My view has always been that Zoners are not a house or a faction. In fact the very existence of Zoner factions stands against everything it means to be a Zoner. The word Zoner is more of an in-universe term for people that prefer to live away from the hustle and bustle of house space rather than a faction in itself.
and? group of humans which dont like (or simple hate) house organization,hard infrastructure,laws(many laws), police, army, taxes and etc...they running to far and forgotten systems to live like in village in peace and silence,when nobody cares do them payed tax or not...they living far away from humans, big towns, megalopolises,factories and other...
But what we have?
Simple groups of INDIVIDUALS, without any normal infrastructure,resources, science base and other - building heavy battleships,which is even more powerful,than militarized Rheinland by Vanilla...only in 20 years...
Without any tradelanes..
Without any fuel supplying
Without any ship technology
Without any corporations which will be interested in their supplying.
They jumped in 20 years from 0 to powerful house,more powerful even than others..
Zoners...zoner this is like tree in field,it want only grow. Far from city,far from humans. It dont care about cat which fighting with dogs and etc. It need only water,sun and peace.
Why tree need a tank? Or maybe tank,mortars,aircrafts and missiles?
Yes,they need some ships for escorts their resources for surviving,but they better will buy ships from house space,than do their own ships...this is too many cost. Need factories,resources, humans, laboratories, war-polygon...and after this all,they will have CIVILIAN ship,because they have no experience in war,they are not war faction,they are peaceful pilots...not as RM or Cors...which is fighting from day to day,
I think we have 2 ways (as i think it for now):
1st.We must remove all capital ships from zoners (left only GB) and maybe some freeport type ship with GB guns and WEAK core only for defence. Such as RP SHIP,flying freeport.Many docking modules and some cargohold.But not will have core more than 2.25 mil. this is will be enough for defence and will stop lolwoots from capspam.
2nd.If we will left this OMGHELLZONERBATTLESHIPS - we must separate zoners as a one faction to Zoners with their zone of influence.
For example South Zoners - more resources,more people,bigger transports,own ID,own Diplomaty.(trading zoners,will have access to 5000 cargohold,and some medium caps) West Zoners(omicroners) - low resource base (too far from their planet Canaria,to supply the far omicroners),medium transports, more warships(for defense against nomads)..but in style of zoners - better to ask order to cover their convoys.Own ID, own diplomacy. own restrictions\rules House zoners - on the brink of extinction, nearly assimilated with House humans.They are living in house or near houses,and almost lost their independent. Such as FP in Penny,FP in bering, (in past FP in maggelan,now under IMG control) and etc. North Zoners - such as TAZ zoners for example. Isolated zoners in (for now) independent Tau systems.Such as Baffin\Tau 37. militarized faction and very closed to others. Because Tau was always under war,and this is broke their peaceful.
They all must have diplomatic one with another,different limit of cargohold.This is will be different zoners with different targets in game. Different rules in ID. Different enemies. For North zoner Gallia will be and enemy,for South zoner - will not.
Better left them "Zoner" name or assimilate them with some dead or lost factions with own IDs.
We have 150-170 players online,and we have similar number of factions...
But as for me - better remove from them heavy caps,left only escort GBs and problem will disappear.
