Don't forget, you could also do deals with the Pirates who might potentially attack your base to keep it from being destroyed.
And I'm sorry to say, and no offense to the Indies out there, but Official Factions need perks besides the ability to FR5. Quite.frankly, groups that put in the time and effort to become official and RP a core 4 PoB well enough DESERVE to be rewarded.

That's your opinion & fair enough on that score! but the elite out there don't give a
flying duck about what official factions deserve, they'll whine over and over again
about so called rewards till they're removed.
I dont have anything to add to the OP. Really guys, well done!
This Galaxy is vast; its wonders and beauty are almost unfathomable. But the galaxy also hides dark secrets, some of which have lain dormant since the beginning of time itself. There is a danger in secrets, both in seeking and in knowing. Some things are meant to be hidden from view. Some mysteries defy understanding, and sometimes even the things we think we know are untrue. Some secrets should remain untouched.
Indeed great idea, finally no more POB spam and finally some perks for the officials. This also fixes the need of leverage for the "need to RP" before attacking base rule. Great 3 in 1 fix.

I think that this is overthinked very well by the Admins and devs regarding the Pub -PoB's, rules and other stuff. Adding a new Core is pretty interessant too, but my idea would be to automaticaly Upgrade every Core 4 that's older than 3-6 Months already for their acctual hard work once, as now everything is easier with those "blueprints" and shield nerf co. and those guys, who had built a base former know what so called "manpower" you need to build something like that, but they will be really disappointed, just because they're not an faction at all. No theyre just 2-3 Guys that had built up the Base for having fun, but can't get the Bonus of Core5 even when they're already playing so long and worked so hard on they're bases? Nah c'me on...

The thing is - as much as I would like for my PoB to become a core 5 I would rather I rp it so that it gets upgraded to core 5 because of effort I have put in, your suggesting as happy as I would be to see it happen is unfair.

I'm curious, could someone post a picture how a core5 will look like? Or that is just a change in the base properties? It would be cool if a core5 would be indentifiable by tha looks.
