The problem with Carlos' suggestion is that it creates what is essentially a rather risk free closed grinding economy.
I'm personally inclined to agree that artifacts have been left out in the cold, I think that the gathering of and defense of the same would make for an interesting dynamic of fun out in the lolmegas and lonlycrons. But for the moment I'm focusing on optimizing and cleaning up the early alpha release to make for a more stable beta.
Then we'll get hermanos out in Correos busting artifacts.

Which reasons should ALG Waste Disposal have to mine scrap now? Vierlande isn't at some remote location, but near Dortmund, our central smelter. What is the reason to increase the scrap price in the prison? Our economical base is destroyed with such a step. The Rheinland Police is now abled (inRP) to sell basic alloys much easier then ALG, which is economical nonsense. Why should ALG help the government to make better prices on a product we sell?:wacko:

Not atm. Gallia is still being built so I'm not adding anything there.
However I have plans to allow for GMS miners to head into the Taus and compete with the IMG/BMM for resources to haul back home.

Pirate IDs getting a mining bonus is currently under discussion.
Hydrocarbon mining just needs a small bump up in price with balance checks, and maybe turning off sell points to make it viable. It'd open up activity in Manchester and give something to BMM and Daumann to do that doesn't involve Dublin.
Don't make it an ore, but something akin to scrap metal where it's not terribly valuable per load but easy to salvage. BMM and Daumann can yap at each other while doing it too while Corsairs and Hessians mix it up in some incredibly complex and sexy four-way dance.
But see, the people that trade Hydrocarbons are lame.
No, but seriously. I guess that does complicate matters. I just see vast fields of complex RP potential in Omega-3 and Manchester and it sucks that they are going unused because the profit is actually terrible.
