yeah but ID's are the important control piece for the way this server works. It's a PvP game that is enforced with a blanket of RP. Meaning all our attacks have to be RP based and following the guidelines set out by faction lore and diplomacy. The ID's are the tool that facilitates the management of the PvP oriented aspect of the game to coincide with our RP blanket. It's the game mechanic that allows playability and provides the standpoint in determining if the hostility or alliance is justified in RP or not.
As for Baltar, yeah I am aware of the RP you have of your char as well as others out there. I don't actively hunt "benign" pirates, in those cases it would take an active attempt that I witness or someone under my command witnesses. It hasn't happened in your char's case with GMG and to my knowledge yours isn't hunted (busy with hispanics usually)

If red was dead for me then I would be attacking a whole lot of RM and LN Guard ID'd ships.
If you are incapable of role-playing that the neural net may have background information on you that there are warrants outstanding for your arrest - then apparently you are limited as well. As a bounty hunter I have flown by - and RP'd with - Corsairs in New Berlin on numerous occassions. No bounty on them there. So we exchange insults and leave it at that.
Once again, you have shown me YOUR limitations - you want a consequence free experience for yourself, regardless of how you affect anyone else in the game.

You already did crimes and police has a record on you.
If your character is innocent, then he must have some other ID.
Oh boy ... ok ... I suppose all those special RP guys can kiss their role play goodbye ... cause it appears they're invalid. Some people have limited imagination ... if any at all.

My pirate considers GMG off limits ... primarily because the Sigmas are considered home to my pirate. Better not to make enemies of those who are my neighbors ... thus GMG are non-targets.

I'm quite capable of role playing along the neural net ... but a question for you ... how about 2nd and 3rd order reputations? You are aware that the Order considers Outcasts their enemies because of a 2nd order reputation through the Corsairs right? I mean ... the Order (according to the neural net) is neutral to Order. The ONLY reason everyone recognizes Order enemy to Outcast is due to the Order being allied with Corsairs. So ... don't talk to me about the neural net. Cause if it was limited to the neural net Order and Outcast would be neutrals to one another.
As for my pirate in the neural net ... I never pirate in house systems ... so I wouldn't be on any police blotters there. If I've never pirated a Bretonian vessel ... I would never be an enemy of the Bretonian state and thus would not be in the neural net as a criminal. Considering those I pirate are "independent" traders (not associated with any house corporation) I seriously doubt I'd be added to any "wanted list."
There are also pirates who pirate exclusively in certain locations ... so one that pirates in Rheinland and nowhere else would not be on any Liberty neural net ... why would Rheinland and Liberty share a neural net ... they're enemies right? And what about the pirates that only pirate smugglers? Why would they be on some lawful neural net?
Congrats on talking with Corsairs with no bounty ... but we're talking about "blanket bounties" here ... not specific bounties. A blanket bounty would include Corsairs right?
I'm not asking for a free pass ... my ONLY objection is to have bounties that are not specific to either an individual pirate/criminal or a specific faction ... and that those bounties be spelled out as to why they are being hunted. I've got no opposition to bounties on my pirate. But a warrant (look it up) must be specific. There's no role play required for a blanket bounty. Heck ... if we're gonna accept blanket bounties ... WHY have a bounty at all? There's no need for bounty hunters because anything red is automatically a target.
You do understand the difference between a specific and a blanket bounty I hope.
