option two - but let the current players have a grandfather clause for srp (if they have a backstory on the forum and would be eligible for srp if they had applied.

Why not have a new Zoner frigate (something like the salvager) for generic zoners and make all zoner caps exclusive to officials?

Also, I find it very strange that the Fearless was renamed the Zoner Q-Ship. Might as well have gone all the way with 'Zoner QQ-Ship' with all the flak we get for having them.

We're still here. However, nobody is responding to "unlock the darn unofficial thread" PM's - which is getting irksome.

Zoners survive by appearing useful to everybody - imagine an interstellar IND with less assets and a vast amount of inter-factional politics. As to the usefulness of capitals?

Well, I've never found a role-play excusable reason to use one according to CW's present (self-imposed) Roleplay handicaps. Phoenix role-play reasoning behind their possession as does TAZ, but CW and OSI?

Not required, not utilised.

The reason diplomacy never works is because it never works when you want it to. Whuddygonna do when a marduk gone' kill you? it's not like your clever proficiency in humanized nomspeak is gonna deter the blue.
And it's not like there's always a friendly competent order player nearby ready to follow your crap cap in whatever mundane task you're doing, so yeah that's why zoners have big ass guns.

Honestly unless the new zoner ships were given weapons and armor to defend themselves from the things that want to kill them you are basically turning them into roving ATM machines for anyone with a cruiser.
