Simple. If it isn't on ingame lore (infocards, rumors, newsarticles, otherwise) it doesn't exist.
This has always been the case. in lore [KNF] and GC- don't even exist. Only the NPC factions do.

So, just like any possible in-game encounter that could happen for the sake of interacting/pvp? I've seen plenty of random players flying around and even docking at KKJ and neither you nor anyone else in the faction didn't seem to mind, and none of the involved players in the law enforcement side made any kind of RP in forums regarding the base in that encounter either, i would even encourage you to ask admins whether knocking doors on bases to simply look for in-game interactions could even be reported for metagaming, i would bet it doesn't because such thing could be abused to hell to report players over minutia.
I honestly don't get why you and your team has to take things so personally and face feedback this way, your faction is rather lucky to be able to get almost daily activity in the form of pvp which is the strongest point unlawfuls have, plenty of other factions have literally nothing to do in-game for most of the week, and perhaps this kind of behaviour being the norm in the server has something to do, you should treat people that give you enjoyable time in-game better and not bring such baseless takes to justify refusing to interact with them, Meg.
Also i had a few more encounters with GC since last time i came by, so far i can say personally, that they've been decent encounters.

You seem to confuse canon lore and player RP.
You are right about that, RP =/= canon and you can ignore player RP if you want to. It is exactly based on the same premise that a police patrol that came to KKJ after a long search can be considered a player interaction and not a canon finding of your station. When Core/Order/Zoner ships come to Iota to pew bomads or farm NPCs it does not mean that the system was found inRP. If everyone was flying only to where they inRP knew, there would be by a whole magnitude far less interactions.

honestly that's like the most miniscule thing to complain about in disco when 80% of the population does that - avoiding people as much as they can, and I have actively tried to do tasks that involve trying to catch and get cargo off people. complain all you want, it's legal in disco, they have technically done nothing wrong. i have done my fair share of complaining about anti-rp behaviour and people avoiding others delibately, nothing will ever come of it.
the pot calling the kettle black, xenomorph, i can apply the overwhelming force complaint against you while you did such things on your Order| more than once when I tried to offer some exposition rp on a ship that I do not pvp in, but in the end, complaining will do nothing. if you feel that GC- is such an issue, perhaps you should consider not interacting with them to encourage them to change behaviour, as they'll eventually get bored from lack of interactions.
but honestly, put yourself into their shoes, who wants to be forced into a pvp encounter they know they cannot possibly win at all? an encounter they know what's going to inevitably happen; they get engaged and curbstomped, it helps to be a bit mindful of the social climate of people making stigmas and going witch hunting. how many times have you seen GC- win against KNF in general? is it really a surprise that their morale is low?
but in the end, why does it even matter? if they didn't planet dive, it would have ended up the same regardless, them dying. not getting a blue isn't a rule violation.
The situatuon at hand isn't always black and white. It's not a matter of "could you be there" but rather "should you be there". As I've said more than a few times, we didn't like the fact you were at KKJ so we bailed. I don't know how else can we explain it. As for Planet Diving, much like you used all your resources when you strolled to KKJ to blast us, Meg used all the resources she had to avoid you. It just happened to be a planet at the time. Do I justify it? It doesn't matter if I do, I'm at the bottom of the food chain in this faction.
To sum it up, one thing leads to another, things snowball and we end up here.
