Dublin was declared to be under martial law. And the BMM are the economic engine that drives the BAF's war effort - they drive the construction of new craft, supply of existing craft, and funding for additional resources. It's only natural BMM gets BAF protection in a time of war.
As for the BPA, yea, technically they should be shooting the Mollies and Sairs, but given that the BPA cannot use capital craft directly... They are simply outclassed once Scyllas or Osirises start to appear. In all truth, the civilian police should likely become a subset of the military in most cases, and be freely able to use all guns, military snubs, and the gunboats. That will put them on-par with most pirate factions.

IMG would boot the instigator of that attack, be it the Molly or the BAF. A HMS indy deciding to take some potshots at the Molly barge for instance, would be torn apart by IMG and Mollies alike. A Molly blarghest taking potshots at traders coming for ore would be evicted just as quickly. But the whole point of this division (I think) is to allow the BAF to concentrate their forces, basically around Essex and a single mining field, to secure the BMM operations there. Hood would end up more or less a freeport - open to anyone who's not hostile to IMG, and doesn't come with hostile intent.
IMG would likely lean towards accepting this, with the stipulation that under no circumstances they would be forced to attack Mollies, when the BAF/BPA tries to chase them off. So basically, IMG would stay neutral in those fights.
Beneficial for all factions involved:
- BAF gets a tighter area to patrol. No more responding to every squeal from every field.
- BMM gets some more safety, especially various indies, in the BAF zone.
- Mollies get an area where they know they're going to meet heavier resistence. More agression between BAF and Mollies is going to be enjoyable for all involved.
- IMG becomes more or less responsible for their own safety in Dublin (we'll likely end up working with CR and the Mollies to get that sorted)

i'd prefer it if BMM/BAF presence was restricted to the Graves field, and a corridor to the gate, and the essex was moved in line with graves and the gate. all else is molly-dom.
reasons:
i. its too dangerous for bmm to go outside of the graves field despite the low drop rate, as the BAF cant afford to spare ships for escorting/patrol, but they'd see not going to the aid of a miner as dereliction of duty. this would mean that the mollies would be able to claim "yah hah fiddle-de-diddle-de-dee, we have claimed dublin for the mollies", and that the BAF would be able to pewpew the mollies if they're caught red-handed in the act of piracy in H4/elsewhere. thus, the death by attrition to both mollies and BAF that followed the ceasefire last time would be avoided.
ii. the really good drop rate field at h4 remains independent, but bloody dangerous. IMG may have a base in the system, but they are basically treated like the molly versions of zonerzonerzoner. imho, mollies wouldnt like zoners much due to their relationship with sairs
iii. IMG hate outcasts, but are friendly with mollies. o-kay... whatever. outcasts coming to pirate in dublin should hand over 50% of their booty to the mollies. after all, its not like you see mollies in alpha attacking cardi-transports. failure of the oc to observe this nicety would shortly mean that the mollies would gently look the other way when the img gank swarm comes down.
this is a space-boat pewpew game, and we need things like a seriously buffed h4 field to draw both pirates and miners there, but what we dont need is an accord that hamstrings the roleplay of both BAF and mollies

If you lads actually are doing the [MR] name proud, I'm sure there's a spot on the Council for you. Could consider it the start of the Republic's comeback.
