Every faction now has its own restart template which provides a moderately equipped civilian shuttle, 25000 credits, +1.0 rep to the regular faction with faction ID mounted, -0.4 rep to its respective guard, parked on the guard base selling snubcrafts of the owning faction.
* House Civilian restarts provide +0.3 rep with every house faction, for independent or corporation characters. ** Restarts colored gray are not planned to be used on Disco GC and are only included for use on other Discovery servers. *** Factions with two restarts provide the choice between core space navmap or the borderworlds and are otherwise identical.

And maybe give all the official factions their own restart, where only they have access to (with password), and which'd also add the faction tag (rename) at the same time?

There's been a tweak in the IDs and their availability in 4.87, so you don't need to guard rep your char to get those IDs, though the IDs are not my department, so I'm not gonna spoil it.
As for the password protected restarts, that'd require FLHook magic. I don't see how it's necessary but if it's implemented making faction-specific restarts won't be a problem. That said, I don't think it'd ever get in. Faction tag passwords are already somewhat of a problem when they're handed to people who're not part of the faction. Imagine the mess if a Wild or a Phantom restart password leaks and people start messing around on ships they're not supposed to be using.
