Just to clarify what I think JayDee might be getting at (it is generally needed in these threads), you can of course fly anywhere you want unless your ID specifically prevents you from doing so. The sanction-danger starts coming around when you engage or pirate people a bit further than you should have. For now there is no defined limits but AD has said he'll be stepping in on Corsairs doing things in the Taus (I assume Liberty and Gallia too).
The ID references ZOI but doesnt define it. Its generally accepted that Corsairs can smuggle into Liberty (although they have trading partners for that), but they cant be aggressive there. If the guy was being a shmuck then an admin might have warned him off, dont know how you would have heard it though. Anyway, its one of those things, good roleplay is whatever doesnt get you sanctioned.

A Corsair ID'd freighter or transport, that is smuggling something in, would be acceptable. Even conceivably if he happened to have a fighter escort of a couple of ships, just in case. Again, it fits within RP.
But suddenly finding a Legate just flying into New York - oh, hell no. You've definitely seen that kind of warning - I know I'd done that a couple of times myself, and even popped someone into Bastille when they didn't want to listen to me. (Yeah, I was a hardcore rule lawyer admin...)

You'd be fine to smuggle Artifacts in, either to the Junkers or your new Xeno buddies. If they ended up making friends with someone in Gallia they could possible trade them all the way to the other end of the map.
