I think Pirates usually wait at Shikoku or Colorado. If I have to choose between Kelper and Galilieo, I would choose Kelper.

If you're going to get pirated, at least get pirated by Rogues. If you're in Kepler the Xenos will kill you anyway.

Plus, Rogues are better pirates....
