I think freighters could be made more important by removing smuggled goods from all planetary moors where the planet, the item being transported to, considers the product illegal.
So if you were to show up in Liberty in a 5k transport full of Cardi, you better have a dang well have a team of freighters ready and willing to haul the goods for you. Also increase the price at destination for smuggled goods by 10~15 percent on docking rings of the said planet, so it still is viable for some one to try to do just that, creating more business for local small ship captains.
On a side note, may be make camara quick but also cut down its capacity to like 180. In my humble opinion that ship just doesn't mix well with the FL lore anyway and it is disconcerning to see a tiny ship like that having more capacity than almost any freighter.
