That doesn't answer the question though.
What criteria should someone use, to judge whether another person is worthy of getting "good RP"?
It also introduces another question... What is your definition of good RP?
Everyone has his/her own appearance about the RP.
I can answer your both questions ingame in action, because it's not rare some guys say -one- on forums and does -another- ingame. If you're interested in my RP,or how I understand if "somebody" is worthy of getting RP,you can encounter Tutashkhia ingame with your [IND] trader (or anything else).
Btw, You were one of those lawfuls with whom I enjoyed RPing... Liberty's time.
Joe.
While I have always said that there is no way to say what RP is ''good'' or not and that any sort of tutorial showing how to RP ''properly'' is not only not ethical and it should not be done, the moment we need to address here is not what we think is "proper" RP or not, but rather what is the "accepted" RP standard by the community. There is a difference in those two statements.
RP by itself is not right or wrong, but when it comes to an RP community, it has its own usual set of unwritten rules and preferences.
Our "accepted" level of roleplay can be something as little as capital ship players using their captain's name in front of each post, to something a bit more broad, such as the usage of proper grammar and punctuation.
As you said, there is no "right" way to RP. But we have our standards nonetheless.
EDIT: In other words, it is not so much about people giving good RP as much as following the already established standards Disco has developed over the years. Be it the example of ingame faction interaction- via words or guns or otherwise.

Just lots of credits quickly or indeed looking for Blue Msg's themselves. This isn't a problem specific to one group of players, but all across the board.
+1 this. im a trader and this to be honest is all i seem to see majority of the time, Also some make ridiculous demands "give me 50,000,000sc or die" then give you all of 5 seconds to respond then repeat said demand then just simply start firing, i know this doesn't break rules but come on pirates some of you are just plain and utter unreasonable

Pirate starts shooting the transport and demanding money (or anything else) at the same time.If transport asks the pirate to give him/her some time to decide what to do,what is your opinion, should the pirate cease fire?
You are part of the piracy group that has made the "force the transport to pay while under fire" approach popular and has promoted it actively ever since. Sorry, I do not feel guilty here.

You overestimate your roleplay.
While there sometimes was a chance to play with you, I remember countless "I hop in" moments or simply "X million or you die" moments. Don't get me wrong: I don't have a problem with that. Our chars are enemies.
But: You should not have a problem with being shot down in some similar situations either. But you have one. That's where things become complicated.

This still doesn't answer my question.
You say that you will give "good RP" to people who deserve it... But how do you decide who deserves your good RP?
How do you choose which people you will treat well, and which people you will treat badly?
