1 thing to say only. Look in single player. THAT is why outcast's do not have access to Kappa, and corsair's do. Don't like it to bad, do not become outcast.

Personaly i love the wee trip to Kappa for supernova's and such. Its exciting. I also find it a good little break in mission for new recruits. A fling them to the wolves kind of thing.

Right then, let me make it blunt:

The Keepers participipate in limited Outcast military operations.

Not because theres a prior arrangement. It's usually just because of timing.
The Keepers have their own agenda. The Outcasts have no say in what the Keepers do.
And the Keepers have turned down a number of Outcast military operations requests.
So yes, it is limited, but not in the sense you are meaning.
