It would likely work.
Less thruster burn time would force people to go into EK or do sharp U-turns more, in which they are hit much easier. Every time I have to regen thrust energy, I suffer a little bit in shield and likely hull.
I would say: try it. Nerfing by 75% is likely too much, but trying is definitely a good call, imo. Dodging and running is just too powerful at the moment and a great source of snub pvp annoyance.
No. That'd just make the people on galaxy-wide quests for Blue messages rejoice, and it'd really screw up a lot of things. Just because you don't get a kill, doesn't mean everything needs to be nerfed.

Right now, running out of thrust capacity is an extremely rare thing. I don't remember the last time it happened to me in a snub.
Doesn't hurt to make it actually matter.
Hell, you could add some variety to thrusters by having a long-duration thruster that also sucks weapons energy (don't think anyone would use that), or something that gives a very brief burst of speed above 200 m/s but drains so quickly that it can't really be used to run, idk.
Yes 75% is maybe too drastic. I wrote 25% at first but then I changed it to get people's attention.
I agree with everything said in the thread mostly, and yes it won't make a big impact for those that know what they are doing, but the point is that players would have to learn what to do rather than just have it handed to them. There is even a key for auto-thrust...
I think it could make cruiser turret steer fighting a lot more interesting too, the ones that know what they are doing already use bursts of thrust, but the rest of us nubs use auto-thrust and punch the turret steer keys. Limited thrust would force cruiser captains to rely more on engine kill, and thereby give supporting ships with CD's a bigger role in fleet battles. Fun.
