Nope.
It is more simple. Keep the secondaries crappy solaris and the crappy 4.87 guns and basic primaries and flaks available for everyone. Also nerf them a bit.

Use the Massdrivers production POB plug-in to move the cerbs and rest of useful removed guns like proper missiles and razors as build-able guns Make then expensive to repair and expensive to build - 50-100 m per gun and lets say 1 day grinding per gun, so the upkeep of battleship should cost like 10-30 m per death.
Do the same thing with cruisers but reduce the upkeep to 10 m per death also reduce the cruiser stuff price and grinding time.

Add mk 3 BS guns only. Make them damn expansive and timely to produce. Lets say 100-200 m per gun and 3-4 days production time. Add huge chance to loose them on death lets say 20-30%. Make the said guns OP a bit in order to reflect what BS in RP should be.

With this system you have working self restricting system that creates trader activity, player base activity, sense for achievement for both caps and the people that shoot at them and money sink.
It also restricts the cap lolwuts since they are mostly individuals and individual cannot build and upkeep properly a base or cap guns for his ship if he does not spend 20 hours per day playing.

No Problem but if that happens to high paying missions also then i dont think people will like that and that includes me Smile

Either way is fine with me. If there is some sort of restriction, permission should be given through a 100% objective mechanism, withouth judging if the player is "good" or "bad". Like just filling out a form with captain Name, and a 100 word background story of the ship. It should not be judged if the story is crap or good. If the guy does that, he gets the ship.

But the real problem is that we really need the players who trade in order to buy a cap ship, whether they speak english or not, whether they are idiots or not. Pirating an idiot is better than having nobody to pirate and sitting next to a lane and no one ever passes by.

There are a few measures I would recommend to go along with a forum-form based "restriction", or also in the case that it stays unrestricted:

-Improve the layout of the forum. Make the RP section beautiful and separate, and more visible than the oorp squabbling discussion section. Remove as many useless links and useless words and obsolete announcements as you can to clear things up and make everything easier to find. New people who really tried hard to find stuff couldnt find them because the forum is so huge, ugly, and badly structured. People who are here for years dont notice it because they know the whole Thing by heart anyway.

-Make more money-sinks and cost factors than just trying to get a cap ship. Make snub gear more expensive, and buff it if necessary so people are motivated to spend more time and credits in snubs.

-Make cap ships run on fuel like cloaks. When you're out of fuel, your energy and shields dont recharge, and (optionally) cruise speed is disabled. You can still use it to sit around and RP, but you cant use it to endlessly fly around looking for stuff to blow up (unless you wanna afford the fuel).

Nope. You can bet I was one of the big pushers for getting previously restricted caps opened to the public, like the BD ones for example. I maintained a similar stance on all IDs and almost succeeded on all of them. In my opinion if there's any reason why it can't be fully open to the public, delete it.

And I found the many reasons offered were not reasons at all.

Well someone realy likes to make pool´s ey?
Btw roleplay is always required and not depends on ship class /faction /mood and meal, so get a new topic instead of "restrict X for some reason"

Roleplay have nothing to do with PvP balance.
RP based restricting is against the common sense considering that fact.
Consequences based restricting is the way to go.

Some of us can still have only wet dreams about caps being somehow restricted...

Yeah sure, restrict them to NPCs only. This will remind many of what is one of the main attractions to this server. I got my money that we'll see many champions of ArPee pack their bags. I prefer to see lolwuts choose caps, less destructive then lolwuts in snubs.

I have voted no here as i understand what you are saying about cap swarms of 8 LN caps ganging up on 2 pirate fighters or just opening fire as soon as they see red for example, but not every player does this and has already been stated that there are ways of dealing with these people via forums.

Reason for the no is also that not everyone likes snub fighting i myself included cannot stand it as to be honest I'm no good at it but cap fights i can do sometimes. But however i rather like cap fights especially when you get say half a dozen rheinlanders and half a dozen libertonians going at it with rp included, now that is fun Big Grin
