They are working as intended - to transport you somewhere else to do trading, invasion or escape.
The problem does not lies in the implementation but the rules because just like any other game - if low attitude players find a glitch/hole in the rules - they will abuse it until its been Nerfed and forgotten.
JDs allow a lot of RP events and meeting to be realized at very long distance. Also they are one of the best and possibly main equipment for the current carriers - due to the buff of the docking modules, taking 0 cargo now.
Nerfing JDs right now means to nerf the carrier class which happens to serve its purpose well.
And what about the cloaks? Don't they also allow a lot of RP events? But they still got nerfed, right?
Maybe the rules need an update, but the problem is, we allow indies to carry this stuff. Most of them don't use the equipment for RP purposes. They use it to gain an advantage on the battlefield. And this advantage annoys other members. The result... people complain and devs nerf it until it is useless... Wonderful, we destroy the game. Is that realy our intention?
I know what i am talking about. Everybody starts as noob. Anything has been changed after i joined my first offical faction.
So i strongly recommend to limit special equipment. Only official factions should be able to buy cloaks, JD's, etc. You will see, people will join offical factions much faster than before.

Very well said. The main reason why things are been nerfed is most of the time due to the fact some problematic indies are abusing it. If an official faction does something annoying - you can drop a feedback and expect a change. But if you fight groups of indies without a faction - you cant expect anything to be fixed at all.
Like you stated SkyNet - alll special technology should be available to officials only. The tech could be limited in 2 versions - MK 1 for indies and MK2 for officials per equipment:
- In this way if indies are abusing the system with their Mk1 versions (which may be modified) - devs will know what to nerf.
- If officials does something wrong with Mk2 versions - devs will again know what to nerf.
So far indies/officials are being placed under one level of balance and if players from one of the groups does mistakes - devs nerf all problematic techs without considering that other side may not be using the tech to cause problems.
Officials need to be rewarded with their efforts by some sort of achievements, being modified equipment like in this matter. This will only enhance all factions and bring new people under their guidance which will result in better players for all to RP with. (I know ppl may say its not always working that way but it should be)
Battleship/Carriers should also be restricted and turned in to what they are supposed to be - not like now a mere shadows of their former self. But thats another story.

For real though. Jump drives are broken. Whether it's over-profitable unpiratable trade or invincibility in combat, both are stupid. Refer to Haste's post for why adding rules to fix them is a poor solution.
