well... you coulld use a cloak to get away once the normal CD doesnt disrupt the cloak anymore...
For a person who does barely 60-70 million per hour, that's kinda hard to buy 500M cloak. I barely got Corvo few weeks ago, because I'm already paying off some debts towards one player.
Getting more than 80 million per hour means 1) mining 2) selling commodities on POBs.
Unless there are normal routes that pays more than 4000 per unit, at the best.
From what I can see, the cruise disruptors on gunboat loadouts have not been touched. Gunboat patrols are supposed to have these, as they 'fortify' certain secure locations. Ships that are smaller than these NPC gunboats are able to easily thrust away. Cruisers and above can destroy the gunboats with ease, as NPCs don't use the guns as efficiently as players can. And if you plunge yourselves into these areas with a lone hostile gunboat or transport, you shouldn't be surprised about dying.
Additionally, most gunboats can only disrupt you three times before they run out of ammo. Your shield can possibly hold their shots off long enough before they run out of ammo from CDing you. Another tip is to use your surroundings as aid. Their CDs can't fly through stations, asteroids or other obstacles.
//edit - I just double checked. No cruiser or gunboat loadout that features a CD has more than three pieces of ammo for it.

Majority of scenarios ends in being razored by random NPC gunboat patrol, usually consisting of 4 gunboats.
I thought you loved PVE and interacting with NPC's... What happened to you?
You can always thrust away. OR thrust, EK and turn your ship to look at the pursuers, the Freelancer AI is horrible and they will stop following you. This is a bit tricky with CD's though, as it can mess up your engine kill.
That aside, I do think it would be a good idea to completely remove combat-capable NPC's or at least make them die to one shot without dropping regens etc. When they are on your side, sure most of the time NPC's add some life to the universe (that is when allied NPC's dont decide to rob you because of your cargo and so on) - however when pitted against hostile players as well as NPC's, they become nothing but a nuisance.
The systems are littered with bases and POB's everywhere anyways, the junk NPC's just make things even more crowded for players that wish to actually interact with other players. The number of gunboat patrols of NY is too damn high!
Remove all CD's, make all NPC's die to one shot. Maybe make missions with some "proper" NPC's for those that really wish to fight them. Put CD's on these as well, so it will be difficult for players to just abandon mission.
anyway... escaping gunboats even on transports it's quite easy, if you remove CDs then why don't you remove NPCs completely ?
and that engine kill turn, still works to evade NPCs.
