Actually no, you have no zoi in Liberty with Hogosha, nor have you any zoi in a house space system that is not Kusari (except maybe Lyonnais). You may pirate freely in the Sigmas and Taus, Kepler and Galileo, and Rishiri (also Taus) and Lyonnais.
Check your privilege.

On the other hand, if you are specifically targeting Junkers, you can attack them all everywhere, true. Expect a few fines from the police before they apply a legal ban from the area though.

Can demand cargo and credits from ships outside of Kusari house space, and attack them if they do not comply. Ships belonging to Samura are exempted from this.
I think you'll find that line implies that they can only pirate outside of the Kusari House Space and within their ZoI. That doesn't imply you can pirate where ever you please.

However, history tell us that the Hogosha piracy lines are still confined with the written ZOI of the ID.

Zone of Influence: Kusari, systems directly bordering Kusari, Lyonnais
Looks pretty obvious to me that Hogosha may only pirate within systems directly bordering Kusari and Lyonnais

As others have stated, unless an ID lines specifically states otherwise it only applies within in your ZOI, if you don't want to listen to everyone go ahead and see how it goes(spoilers: sanctions will happen) but this is how the rules work.
