As for the Chrysanthemums, we've not had a lot of interactions and the lack thereof lowered the reputation. It's, as with all in our diplomacy, easily repairable by further RP.

The relations between the Chrysanthemums and us are that you literally can't fall below suspicious by not engaging in interactions with us, which actually even needs you to be contraproductive to our operations in some way. Which in return means, if nothing in that direction happens, your ultimate low is neutral.
I've implemented a system for our reputations that has those decay over time if nothing happens anymore.

Firstly, what are you contributing to Outcast roleplay that no one else is already doing? If I'm honest, this seems like an attempt to make a "guard faction" in a time of the mod's life when guard IFFs are being phased out. Simply saying "we're shadowy, we're edgy, we have some invisible thing hanging over everyone's head to make them cooperate with us" isn't exactly top-tier spec ops roleplay.
Secondly, the way you seem to have based a large part of your faction around restricting access to Outcast assets (Corsica, Captana) to other Outcasts for no reason besides "they're ours" is kind of... gross, especially considering that Omicron-85 is from a time when anyone and everyone could get their own system for a billion credits without any roleplay behind it, hardly any vetting from the devs, and put whatever they wished into it. Admittedly it's one of the few guard systems that isn't so utterly ridiculous I'm actually able to see it and process it as a part of Discovery's canon lore (most likely because I am not an astrophysicist), but the way you're treating it -- as a player faction asset rather than an NPC faction asset, so that it's "generous" of you to allow non-101st players inside at all -- is part of an attitude that I'm glad to say has mostly died off in the community.
Thirdly, just the other day, you made a thread essentially begging for members or, alternatively, asking the community to request that your faction disband. So soon after that display, you think you're in a position to request officialdom and your own ID, right off the bat? Custom IDs are something that official player factions are entitled to, yes, but to pre-emptively request one to me just somehow seems... I don't know, presumptuous or arrogant. And, in your dealings with other Outcasts, both players and characters, you have so far been little besides presumptuous and arrogant. I think you need to accept that the 101st isn't everything you want it to be, and if you really are committed to making it that (note, notre-making), it's going to take a lot more work and compromise than you've put in so far.
Finally, have you spoken to any former Administrators about this project? They might have useful guidance or advice for you, and if you wouldn't be interested in hearing it and following in their footsteps, then might you be better off forging a new name for yourself rather than trying to change what the 101st always was?
Seeing as you can't even be bothered to consider the path this faction has gone and how it came to our inRP stance we represent now, knowing that you're very well capable of informing yourself if you don't already know, I won't answer you any further. I'm not going to recap ~9 years of 101st-RP for you. And you're the last to tell me what the "101st always was" bc that what "was" which you know is mostly the time where we had to take the leading spot for the Outcasts bc nobody else was around. Your perception in judgement is blocked and I'm not going to open your view.
Being casually dismissive to genuine concerns, especially concerns as they relate to the changing nature of this mod and its community, does not recommend you for a more responsible role within that community.
My personal suggestion. Find RP that works beneficially with both the evolving nature of your NPC faction, and as many other player factions as you can. Work beneficially and cooperatively with those factions. Cooperate with the community, and work beneficially with them.
Add something to the mod.
