It is kinda straightforward.

You can hire FL IDed players on the spot if you are actively involved or are about to be involved in a fight. Whoever it is you are shooting need to be made aware of that hiring. You can NOT hire them if you are PVP dead in that system against that player. Dead men cannot hire Freelancers.

If you want to hire against a player you died to, use the bounty board.
Your ship has been set free.
